The song seems like a hybrid of pre-written and improvised. The beginning and end parts about the 'snow strike' sound pre-written, but the middle bit about being in the woods and ordering crabs in Delmarva is definitely improvised!

Lyrics

I can see a snow strike forming
Falling round across the bay
I can hear a snow strike falling
Everybody's come to stay

Ring out the bells are forming
Ring out across the bay
I can hear a snow strike forming
It's a frozen holiday

Now me and my baby went up in the woods one time
Ah, the woods was full of Glumphs
And the unbelievers
Well, they were putting up wanted posters on all the trees
Me and my baby, we had a menu with us
And we were sitting down about to order some shrimp
And some crabs, we'd ordered about a dozen crabs
What do you know, they came to 18 dollars
That's a dollar fifty per crab, good value
What you get out here in Delmarva
When suddenly it began to snow
I turned to my baby and I said
"Oh baby, I wanna take you some place it hardly ever snows"
She said "where's that?"
I said "it's deep in my heart"

I can hear a snow strike forming
Shoveling across the bay
I can hear a snow strike forming
It's a frozen holiday

Ring out the bells are forming
Ring out across the bay
I can hear a snow strike forming
It's a frozen holiday

So drive carefully and sleep well
Wherever you are
This is Robyn Hitchcock going out all of you in Delmarva
Just me and my baby
Riding home, with Pat, and some sushi
Hmmmmmm
